The Act on Residential Leases will change on 1 October 2026

Key changes for residents

Expanded smoking ban

Smoking and the use of e-cigarettes are prohibited inside the apartment, on its balcony or terrace, and in its designated outdoor area. The ban also applies to existing tenancy agreements.

Report changes in resident information

Report all occupants and any changes in writing. Keep your contact details up to date and notify Customer Service of any changes.

Earlier moving-out date

For new tenancy agreements, the moving-out date is normally the date on which the tenancy agreement ends, unless otherwise agreed.

14-day deadline for returning the security deposit

The security deposit must be returned within 14 days after the tenancy ends. If all or part of the deposit is withheld, the tenant must be notified within the same period.

Expanded electronic service of notices

Notices, warnings, and notices of termination or cancellation may be served electronically if the parties have agreed in writing to use an electronic communication channel. Postal delivery remains available.

Changes to notice periods

For new tenancy agreements, the landlord’s notice period is three or four months, depending on the duration of the tenancy. The tenant’s notice period remains one full calendar month.

Cancellation of the tenancy agreement

A tenancy agreement may be cancelled for an exceptionally serious reason, such as a material breach of the smoking ban or a serious act of violence.

The Act also clarifies provisions concerning:

• transferring the tenancy to a family member

• continuation of the tenancy after the tenant’s death

• handling property left in the apartment

• the landlord’s right to enter the apartment in certain situations where a suitable time cannot be agreed for reasons attributable to the tenant
